The creation in Mexico of the Programa Pueblos Magicos (Magical Towns Program) in 2001 was a result of its government's interest to consolidate travel destinations with touristic and historic attributes. In normative terms, this decision pursues the conservation and protection of its cultural heritage and its management as a touristic destination. The incorporation of a city or municipality to this program represents the participation of numerous actors. In this sense, the focus on public policy networks is relevant for analyzing the network created by its implementation in Chiapa de Corzo, Chiapas. To attend this purpose, this article presents a methodological approach that allows the identification of actors related to the conservation of the tangible and intangible heritage while enabling a reflection on a series of aspects related to the program.
