The development and utilization of the intangible cultural heritage of ethnic minorities is an effective way to solve the problem that the small amount of the minority's cultural heritage and scattered distribution cause less government input, weak material foundation and difficulty in inheritance and protection. And the positive external value of the development and utilization is the comprehensive evaluation. Jiayi Village, Xinhe County, Xinjiang Xinhe County, Sinkiang, based on the advantages of resources, makes efforts to build the first village of national hand-made musical instruments, combing cultural heritage and tourism development, mainly through the sale of the final product providing modern consumer environment for the intangible cultural heritage to obtain the living space of modern society. Evaluating the positive externalities of the development and utilization of intangible cultural heritage is to provide reference for the sustainable development and utilization of the intangible cultural heritage of ethnic minorities.
